With the goal of improving livelihoods of its rural citizens through investment in water and soil conservation, the Government of Chhattisgarh got into partnership with Bharat Rural Livelihoods Foundation and Axis Bank Foundation to launch the ‘High Impact Mega Watershed Project’ in Chhattisgarh. The idea is to improve the implementation process of MGNREGA so that the investments made under MGNREGA can respond adequately to current needs of the poorest.

The overall goal of the project is to enhance the income of 100,000 small and marginal households on a sustainable basis, through this four-year initiative starting from October 2018. A consortium of 13 Civil Society Organizations (CSOs) are facilitating land and water treatment measures covering 694,500 hectares of catchments in 26 blocks of 12 districts in the state of Chhattisgarh and improve the cropping intensity in about 350,000 hectares of land.

PRADAN is playing the role of lead CSO in this project and has the responsibility of establishing and executing the project as well as provide handholding support to CSOs through a State Project Management Unit (SPMU) recruited specifically for the project.

All the CSO partners are equipped with 15-members each strong set-up for project implementation. From the time of its launch in October 2018, a series of trainings on watershed principles, INRM approach, technical aspects, mapping, GIS, MIS, etc. have been conducted at state, regional and Panchayat level, under the project. A Project inception workshop was also held in February 2019 at Raipur in the august presence of Shri. T. S. Singhdeo, Hon. Minister for Panchayats and Rural Development, Govt. of Chhattisgarh, Shri. R. P. Mandal, Additional Chief Secretary, Panchayats and Rural Development, GoCG, and other government officials, CSO partners and dignitaries.

High Impact Mega Watershed project is a joint initiative taken up by CG Government in Partnership with Bharat Rural Livelihood Foundation and Axis Bank Foundation for improving rural livelihoods through soil and water conservation activities in convergence with MGNREGA. Under this project CSOs will work with district and block MGNREGA cell and treat uplands which will in turn increase water harvesting capacity of village and augment agricultural productivity. A component for strengthening farm and non-farm livelihoods has been also been added at a later stage which is supported by Ford Foundation.

A tri party agreement was signed between BRLF, ABF and MGNREGA State Cell highlighting roles and responsibilities of the different organizations in ensuring speedy and effective implementation and review and monitoring of the project.

Chhattisgarh MGNREGA cell is set up by Department of Panchayat and Rural Development with a mission to implement MGNREGA Act in Chhattisgarh State. MGNREGA provides a series of legal entitlements to rural workers through a series of provisions in the act with an aim of strengthening rural livelihoods. MGNREGA cell is keen on treatment of upper ridges through a large-scale Mega Watershed Project based on hydrological mapping of the resources. It envisaged ridge to valley treatment to ensure a sustained and long-term impact on livelihoods of the rural families. The state cell also recognizes role and value of Civil Society Organizations in building capacities of Project Implementing Agenies (PIA) and role of communities in planning of works. The role of CSOs can be critical to achieve the desired results. The MGNREGA cell will be responsible for effective implementation of project activities to get the desired project outcomes and plays a pivotal role in the entire project. Some of major responsibility of MGNREGA cell include ensuring availability of funds for micro watershed treatment, deployment of field staff and Rozgar Sahayaks on field level and providing technical inputs and feedback on the work which is being carried out.

Bharat Rural Livelihood Foundation collaborated with MGNREGA cell for successful execution of the project. BRLF is an independent society by Government of India to promote and scale up good initiatives through joint action by Civil society and government departments. BRLF and CSO partners will be extending support mainly for capacity building and regular engagement of Civil Society Organizations and in creating knowledge material which can be used in watershed planning in future. BRLF will be funding CSOs based on the terms and conditions in MoU for carrying out capacity building, training planning and implementation activities on field. BRLF will also provide support in setting up of State Project Management Unit at Raipur. It will coordinate will various stakeholders and CSOs on a regular basis for streamlining of plans and for monitoring progress of project implementation.

Axis Bank Foundation is a registered trust of Axis Bank which promotes sustainable livelihoods in the rural areas and aims at creating opportunities for small, marginal, and landless farmers to enhance their incomes. Their vision is to support the neediest communities in the poorest regions of the country. They support many nonprofit organizations in strengthening non-farm and farm livelihoods and linkage of farmers with markets. They partnered with State MGNREGA cell and BRLF in the High Impact Mega watershed project and are providing financial support in project implementation through BRLF.

Chhattisgarh Mega Watershed Project is a joint initiative of the Govt. of Chhattisgarh, Bharat Rural Livelihoods Foundation and Axis Bank Foundation. This four-year project aspires to enhance the income of 100,000 small and marginal farmers on a sustainable basis, more than 40 percent of whom belong to the Scheduled Tribes through a consortium of 13 CSOs
