Mega watershed Project Chhattisgarh

Detail Project Report (DPR) prepared under High Impact Mega Watershed Project

Under High Impact Mega watershed project, intensive planning is being done at Gram Panchayat level for water conservation through creation of durable assets under MGNREGA. The project aims to enhance income of 1,00,000 small and marginal farmers through treatment of 694,500 hectares land in 26 blocks of 12 districts.

As this planning is being done through participatory methods, it is important that these plans are collated at village level. This is currently being done in form of Gram Panchayat wise Detail project reports (DPRs). Along with planning based on scientific temperament, focus has been on creating good quality DPRs which encompass socio economic conditions of people along with proposed plans for the village.

The component of GIS planning and information of various maps of that Gram Panchayat has also been included in the DPRs. Initially, it gives an idea of socio economic and livelihood profile of the village. It brings focus on present livelihoods practiced the land and water problems which lead to agricultural distress. This along with livelihood calendar and migration data clearly presents the engagements of rural communities in different months with the resources available in the villages. It also highlights the community-based institutions present in the village as they play and important role in planning and implementation.

DPRs provide an extensive detailing of river systems present in the village along with various water resources used for sustaining lives and livelihoods. Water budgeting is done based on annual rainfall and water required for desired land use, this is also included in the DPR and forms the basis of planning of watershed structures. After this planning methodology is explained in detail highlighting role of different stakeholders involved in the process.  Various maps used in planning are also attached such as resource map, social map and activity map that came out as a result of participatory planning.

At the end, a listing of all proposed structures with beneficiary details and dimensions is given. This detailing also demonstrates the present land use, problems and proposed land use along with latitude and longitude.  This consolidation is extremely helpful in understanding total land that will be treated in that village, total number of beneficiaries benefitted and total labour days that will be generated during the implementation of proposed plan.

In the intensive blocks, partner Civil Society organizations are involved in planning and formation of Detailed Project reports. Since the inception of project in October 2018 till now, 422 total DPRs have been prepared by CSO partners. In 2019-20, 362 DPRs have bee prepared in Intensive blocks and 133 DPRs in Non-Intensive blocks. In totality, 60,307 structures have been proposed in DPRs for 90,818 households.

Handholding support was provided for planning of works and documentation of DPRs by the State Project Management Unit (SPMU) to all the partner CSOs. Collated guidelines and checklist were issued by SPMU to ensure that quality DPRs are submitted by the CSOs for all project villages.

From this portal GP wise DPRs can be downloaded for reference by the stakeholders.

Chhattisgarh Mega Watershed Project is a joint initiative of the Govt. of Chhattisgarh, Bharat Rural Livelihoods Foundation and Axis Bank Foundation. This four-year project aspires to enhance the income of 100,000 small and marginal farmers on a sustainable basis, more than 40 percent of whom belong to the Scheduled Tribes through a consortium of 13 CSOs
